Born in Genoa, Italy, Dobkin immigrated to the United States as a child, and settled in New York City. He studied at the City College of New York, and at the Art Students League. Dobkin was twice honored with the Pennel Purchase Award from the Library of Congress and Childe Hassam Purchase Award from the American Academy of Arts and Letters. He had a successful career as an artist, teaching at the Educational Alliance and the Art Students League, and illustrating many books.
